The New Orleans Police Department says 25-year-old Neilson Rizzuto was "heavily intoxicated" when he was speeding down North Carrollton towards City Park. Authorities say he struck two vehicles and then lost control of his pickup truck and plowed into a crowd injuring 28 people who were watching the Endymion Parade.

Twenty-one of the 28 people injured were transferred to various hospitals in the city. But only three people remain hospitalized.

The victims ages range from 1-years-old to their 50s. A New Orleans police officer is one of those who were injured, but she's reportedly in good spirits.

The incident happened around 6:45 on Saturday night at the intersection of North Carrollton Avenue and Orleans Avenue.

Police say Rizzuto was apprehended at the scene. He faces multiple charges first degree vehicular negligent injuring, hit and run driving and reckless driving.

A witness at the scene described Rizzuto as just kind of out of it. Police say his blood alcohol content was over three times the legal limit.
