A new Louisiana Law allowing surgical castration of child rapists becomes active this month. Author of the legislation, Baton Rouge Senator Regina Barrow, said in her work, that she’s received countless devastating reports of child sexual abuse, some cases resulting in a child’s death or life-altering damage, and something more had to be done to stop it.
“Now especially with how plea-deals are made with these perpetrators. And then they’re released and then they’re back actually offending, molesting, and raping more children,” said Barrow.
Males and Females over the age of 17 convicted of sexual abuse of a child under 13 face surgical castration. While some argue the punishment is cruel and unusual, Barrow said Judges have discretion, but the rape of a child forever changes them. Others argue the surgery will not deter all offenders. Barrow agrees.
“You have those people who are really, really, really sick and I’ve heard about some of those cases where they don’t know if anything would really help except to keep them incarcerated. So, in that scenario, then we need to keep them incarcerated,” said Barrow.
Barrow said drastic measures needed to be taken and since the law passed the conversation has changed. She hopes the threat of losing a part of one’s anatomy will prevent child abusers from offending…
“This to me requires a drastic measure, and that is what we did, this is drastic and I’m going to tell you it is picking up conversation across the country so while we are the first, I don’t think we’re going to be the last,” said Barrow.
