Kristen Clarke, Assistant Attorney General for the Civil Rights Division
The Justice Department formally announces its civil investigation of the Louisiana State Police. Kristen Clarke, Assistant Attorney General for the Civil Rights Division said they will focus on two main issues.
“First whether the Louisiana State Police has a pattern or practice of using excessive force and second whether the Louisiana State Police engages in racially discriminatory policing practices against Black people and other people of color,” said Clarke.
The civil investigation is separate from the criminal investigation surrounding the death of Black motorist Ronald Greene.
It’s the first statewide pattern or practice investigation of a law enforcement agency that the Justice Department has opened in more than two decades. Clarke said they’ve received disturbing reports about the use of racial slurs and derogatory terms used by state troopers.
“There are other reports of unwarranted force after pursuits involving the use of tasers and blows to the head,” Greene.
The civil investigation will include the review of LSP policies, training materials, supervision records, how complaints are investigated, and how discipline is imposed. Clarke said they are also asking for the public’s input.
“We are opening a voicemail and email box line so that people can submit information directly to the department,” said Clarke.

DOJ leaders say they have also received full cooperation from LSP Superintendent Col Lamar Davis and Governor John Bel Edwards.
