Legislation to allow judges the discretion to sentence one who commits sexual crimes, and the victim is under the age of 13 to surgical castration clears the Senate on a 29 to 9 vote. Bill sponsor Baton Rouge Senator Regina Barrow said way too many children are being molested and raped…
“By people that know them, most of the time but sometimes by people that they don’t know, and not enough appropriate actions are taken towards those individuals that actually take the innocence of children,” said Barrow.
Gonzolas Senator Edward Price said while he recognizes the horrific nature of such a crime…
“I do understand that it’s just that this is something that’s permanent. If someone is exonerated after the fact then they can never have sex again or whatever, so it is a concern or mine that we’re going this far,” said Price.
Price also questioned if physical castration applies when the perpetrator is female.
“Yes, sir it does,” said Barrow.
“So, if a female has perpetrated a crime on a 13-year-old or younger, they will also be castrated,” Price asked.
“Yes sir,” Barrow responded.
Senate Bill 371 now heads to the House.
